TUCSON Ariz. Fox Restaurant Concepts of Scottsdale, Ariz., plans to open its first Mexican-inspired concept here by the end of April. Fox, which has 20 other restaurants in Arizona and Colorado, would open Blanco Tacos + Tequila in the La Encantada center in Tucson, featuring contemporary Mexican fare.
