DALLAS Kent Rathbun, chef-owner of the fine-dining Abacus and the more casual three-unit Jasper’s, plans to open the “casual, affordable” Rathbun’s Blue Plate Kitchen here Feb. 23. Rathbun’s Blue Plate Kitchen will offer regionally grown wine and source produce from local purveyors.
