MARYVILLE Tenn. Ruby Tuesday Inc. has granted franchise rights for 10 units in Los Angeles to RT LA Group LLC, a holding of industry veteran Troy Saldana and two newcomers to the trade. The restaurants are scheduled to be developed during the next five years. RT is Ruby Tuesday's second franchisee in southern California.
