SWANSEA Mass. The owners of the Venus de Milo restaurant here have agreed to pay $210,000 to settle allegations that it had illegally withheld tips from employees, according to a statement from the Massachusetts attorney general's office. The settlement includes $160,000 in restitution to 345 current and former employees and a $50,000 state penalty.
